Smith Moore Leatherwood Attorney Named Counsel to N.C. Association of Chiefs of Police
Fred Baggett, an attorney from the Raleigh office of Smith Moore Leatherwood, has recently been named the legislative counsel for the North Carolina Association of Chiefs of Police. Baggett will advocate the association’s position on current legislative issues relating to local law enforcement and public safety throughout the state.
The 35-year-old association represents more than 240 active duty police chiefs in municipal departments across North Carolina. The NCACP’s mission is to serve every police chief in the state with the goal of crime prevention and police cooperation. The association extends membership to active duty and retired police chiefs as well as any individual or organization dedicated to the advancement of the NCACP mission.

For the past 35 years, Baggett’s legal career has been devoted to local and state government law and regulation. He has served as the associate city attorney for Raleigh, general counsel for the North Carolina league of municipalities and for the past 21 years, he has served as the city attorney for High Point, N.C.
Baggett received his bachelor’s degree from the University of North Carolina at Chapel Hill in 1969 and received his juris doctor from the University of North Carolina at Chapel Hill School of Law in 1971.
